Adults per home under the city's published limit
A home that sleeps 16 still has a six adult limit, so plan the group around it.
The City of Scottsdale says all dwelling units, including vacation and short-term rentals, have a maximum family size of six adults and their related dependent children. It focuses enforcement on noise and disturbance, and its 2023 residents guide said rentals cannot be rented solely for non-residential activities such as bachelor or bachelorette parties.

Planning a stay at a Scottsdale bachelorette house
The house, the neighbors and the heat.
A Scottsdale bachelorette house is a licensed vacation rental with a pool, close enough to Old Town for dinner and bars. The city limits each dwelling to six adults, enforces against noise, and expects the group to treat it as a stay rather than an event venue.
Keep it a stay, not an event
The city's residents page says renting a property specifically to host a large party is not a lawful residential use. The code defines a nuisance party by excessive noise, crowds, drunkenness, serving alcohol to anyone under 21 and litter, and treats noise over 68 dB(A) between 10 p.m. and 9 a.m. heard beyond the property line as excessive.
Pool safety
The city's visitor guide says adults are at risk of drowning too, and never to swim alone. Rental pools must have a 60 inch fence with self-closing gates.
Check the license number, count the adults, and keep the music inside after 10.
